[LAA] GSequencer release v2.1.2

Hi,

Advanced Gtk+ Sequencer has got yet another minor release. Thought
most of its new functionality are still experimental and not exposed
to the user.

The features:

* the OSC server providing 8 different controllers
* OSC builder and parser object
* utility functions to deal with OSC data
* configuration in place (no more restart)

Note, during configuration all playback is stopped.
