Linux can do that, using the APM functionality. But the thing is,
the drive will spin up as soon as it is needed again.

Is SCSI a new term to you? :) Just put a SCSI drive or a few of
them into an exernal cabinet and put that in the closet on the
end of a SCSI cable. You can boot off of that, so you don't need
to spin down the boot drive after all.
Same for a SCSI CD-ROM and CD-RW. Now all we need is a way to
put the fan into the closet, too.
Maybe just put the whole computer in the closet!!
Cable extensions can be used for the keyboard, mouse and monitor.
