protools isn't a software synthesizer, and as such the concepts don't
apply. however, you could choose to view the block size (the number of
frames processed in a single chunk, whatever that means) as analogous
to "control rate".

many software synthesizers (in fact, all that do not do
sample-by-sample synthesis, which is phenomenally CPU intensive) have
terms that are synonymous with Csound's "control rate". the Nord Lead
is the most obvious example, though last time i checked, the control
rate wasn't adjustable.
