I think you might want to base your code on aRts (http://arts-project.org).

It should be quite easy to do the network parts with aRts (as there is
already network transparency). It should also be quite easy to do the
signal processing, like setting up an eight channel mixer with equalizers,
effects and so on, and connecting the right things to the right places.

Basically, until here (getting a nice console based mixer with effects and
stuff), the whole project is pretty much no code. Everything you need is
already there.

Then you want LADSPA plugins, additional to the native aRts plugins. This
still requires some work (it's somewhere on my TODO, but not on the top
of the list), but well, you might get a workable solution in a week or so.

Finally, you want multichannel sound card support. That shouldn't be too
difficult given the modular nature, but I haven't done it yet, as I have
no multichannel soundcard here ;-). So I'd say a few days for that.

So all in all, I'd say use aRts and it should be possible in about fourteen
days. Of course it depends on how long you would take to get used to
programming with aRts, but all-in-all I'd say its not too hard.
