Does USB Audio get sync'd to anything?

If I have a 44.1kHz input down SPDIF, clocked in the CD
player, and I send it on to a USB-connected DAC, will
the DAC somehow reclock to match the input assuming a
constant latency in the system?

If I want to split an input across 2 DACs, are they
synchronised by the protocol?
