It looks like fvwm panel is a window manager hack, rather than a real app.
Makes sense I guess.

It should be possible to do window manager neutral swallowing with Xnext It
might require writing a simple window manger to run inside Xnest and place
the rack units, but as the geometry is so simple it might be possible to
do it externally.
