You build problem looks quite strange,
is there any error message about other EV_XXX identifier missing.
EV_SW is a macro defined in linux/input.h
can you send me your version of the kernel and your
/usr/include/linux/input.h
I don't know Gentoo so the place for linux/input.h may vary
