Why not just create a small script to handle editing + reloading of
limits.conf :

$ allow_realtime_for_group audio yes
Allowed RT scheduling for group audio

$ allow_realtime_for_group audio no
Disallowed RT scheduling for group audio

Things seem to work well with limits.conf set up.
No reason to change it AFAIS.
