Where do you get this ? What the plot shows is that the
S/N ratio is around 95 dB, that's all. Even if the ADC
has 20 effective bits, they are useless as the analog
noise dominates. OTOH, that doesn't mean you can't detect
lower signals. It's not difficult to detect e.g. a -200 dB
sine signal in -95 dB of noise - it just depends on the
bandwidth.
