They are URI's not URL's... so they are not required to be
dereferencable... and could even be something like:
fons://plugins/wah/
Which is a valid URI.
I know that drobilla encourages them to also be valid
URL's... preferably pointing to documentation. But, it's
not strictly required.

Correct, applications should not try to access the URI's.
