In Germany we don't have a "normal" audio level on TV either. The user
needs to control the audio level manually. It's only ensured that audio
isn't distorted, assumed we don't call too much compression distorted.
Some countries on our continent, e.g. former Yugoslavia seems to use
overdrive effects before TV audio is sent.

Here I only receive CNN and regarding to audio I experienced nearly the
same as for German TV stations. No lip sync, more compression than
needed, regarding to the level, it's steady, if you switch from any
other station to CNN, it's much to loud.

But who cares, since program content in Germany everyday gets lower,
audio isn't the major issue.
