That is an option. I found info here

So, boot command line arguments could be added to the file
arch/<arch>/Kconfig, under either CONFIG_CMDLINE, or
CONFIG_CMDLINE_OVERRIDE, preferably the former. And they depend on
CONFIG_CMDLINE_BOOL.
