bandpass filter. Modulate the center freq.

for variety, try it with a resonant lowpass filter
(a la 303).
the classic dub effect is a filter in the feedback loop of a delay
effect, so it gets progressively more extreme filtering each time
through the loop. To simulate the analog effect you might have to
add some overdrive before or after the filter.
not that i've actually tried any of this with ladspa...
