non-technical definition:

a parametric filter is a filter that you can change its parameters: center
frequency, gain (positive or negative) and bandwidth (or resonance = fc/bw)
(some filters are called semi-parametric, for example if bw is fixed and
you can control only fc and gain)

a parametric equalizer is a battery of parametric filters, usually 2 or 3,
sometimes combined with low and/or high shelf. that gives you detailed
control over the frequency response of the equalizer. compare with
"graphic" equalizers, a battery of many filters with fixed center frequency
and bandwidth, where you only control gain of each one.

i'm sure you'll receive many better answers than mine soon, but this will
give you an idea.
