What you need is a parametric EQ, try ecasound http://www.eca.cx/

If you set a bandwidth of 1 octave and centre freq. of 80Hz you will get
full boost at 80Hz, half at 40/160, a quarter at 20/320 and so on.

If the ecasound builtin parametric doesn't have enough control try the one
from http://plugin.org.uk/ , which will run under ecasound.
