a sequenzer will be such tool. connect mtc to midi-in, set the sequenzer to
be synced by ext. mtc, and the midi-out to carry midi clock.
midi clock is bpm-based. set the song-tempo to the desired value.
'start','stop' and 'contue' are not included in mtc.
