I run 2.6.0-test3 and it works quite well, although I never tried any
patched 2.4.x kernel, so I don't have a lot to compare with. I didn't
apply any patches, just selected "pre-emptive-kernel" in the
configuration. Without X I'm able to run csound with a buffersize of 64
on a medium complex analog style patch and too much polyphony to count
(P4 2400 laptop, using the buildin intel i810 soundcard).

But I'm also interrested in meassuring the performance of my system
including latency more precisely. Is there software outthere that will
to it for me in an accurate way? Are there any patches that can be
applied to the 2.6.0 kernels to improve latency?
