You don't need to delete your asound.state. Just edit it with your favourite
editor and check where the settings of EFX Voices Mask are. You can find them
easily as this has ca. 32 lines with true or false (mostly false before your
editing). Change all these into true and voila!

One thing to remember: While editing this file, alsa shouldn't be loaded...

Example:
/etc/init.d/alsasound stop
vim /etc/asound.state
/etc/init.d/alsasound start
