Do you have a file /usr/local/lib/pkgconfig/libfst.pc ?

If so, do

  export PKG_CONFIG_PATH=/usr/local/lib/pkgconfig

and try the build again.

(If you have libfst.pc somewhere else then export that
location instead)

If you don't have libfst.pc anywhere, try something else ;-)
