ok, another thing i noticed:

your "cat /proc/driver/rtc" gives
        ...
        update_IRQ : no
        periodic_IRQ : no

my configuration says:

        periodic_IRQ : yes

Maybe you should disable HPET in your kernel. As far as i know nobody
is using it. Especially the kernel option "HPET Control RTC IRQ"
may disable your /dev/rtc.
