Hi,
What you want to do is called 'DVD authoring' and 16/44 PCM is one of
the DVD-standard audio formats. I have no hands-on experience but I
would simply search google for 'linux dvd authoring' and try 'em out
until you find a tool that is in your distribution and you can feed your
PCM data to.
