libsndfile is the one of the two most commonly used libraries for
fiddling WAV files on Linux.

As tha main maintainer of libsndfile I'd be happy to see cart chunk
support go in. Once libsndfile supports it, it would be trivial
to write a tagging program.

Would your work be willing to throw a little cash my way? If so,
my incentive to do add this myself would skyrocket :-).
