I'm not sure if you can add options to modules there. The correct
place for a Debian-like system as you run it would be this:
1) Add a file /etc/modprobe.d/alsa-local with a content of:
options snd-rme9652 index=0
options snd-usb-audio index=1,2
or use the extended syntax for the usb-devices:
options snd-usb-audio index=1,2 vid=0x0ccd,0x0763 pid=0x0028,0x0117
where you get vid and pid from lsusb. Above puts card 0x0ccd:0x0028 at
index 1, and card 0x0763:0x0117 at index 2.
2) After you've created that file, run update-modules as root.
