http://www.rivendellaudio.org/ may be overkill.

idjc ( http://www.onlymeok.nildram.co.uk/ ) may come close, I don't know
if it can do automated ducking though. - It broadcasts using JACK
audio-ports and there's many ways to automate jack-mixers and players.
(eg jackminimix & OSC).
