limits.conf doesn't _specify_ a nice value. Instead, it limits the
range that the user can set (e.g. 'nice -n -10 emacs').

Most default installs won't let a normal user set a nice value below 0.
If you change limits.conf, they are capable of setting lower nice
values... but by default still starts with nice==0.
