Since this is essentially a monophonic instrument (apart
from the drones) the best approach IMHO would be to use
a modular synth such as AMS, or synthesis tools such as
SC, Pd or Csound.
Apart from getting the right 'steady state' sound
(which I guess is not very difficult) the key problems
would be:
- Correctly implement the transition between notes.
- Model the building up and decay of air pressure
at the start and end, and its modulation by the
player (I don't know how much this is used, if
at all).
- Provide the right acoustics (some 'open space'
reverb, probably mostly reflections).
IIRC SuperCollider has a 'bagpipe' class somewhere in
its example files. Very probably Csound has something
as well.
