I don't think Blender can capture a video signal.
You can use Kino for that or even MPlayer/Mencoder : 'mencoder tv://
-tv driver=v4l2:fps=25:device=/dev/video0 -nosound -ovc lavc -lavcopts
vcodec=mpeg4:vbitrate=800 -o Film.mpg'
As for syncing audio/video you should look at Ardour/xjadeo
