I have this build script for Arch, probably Ubuntu is quite similar:
http://aur.archlinux.org/packages/qtractor-vst-svn/qtractor-vst-svn/PKGBUILD
On Arch the dev/devel packages are packaged with the "normal" ones, so
you just need to repeat each one with "-dev" added.
