"/etc/init.d/cpufrequtils" is from package "cpufrequtils" which is
optional and _not_ installed by default.

# apt-cache show cpufrequtils
Package: cpufrequtils
Priority: optional
[...]

It is however the recommended way. The default governor in debian
kernels is 'ondemand' -- unless overridden using kernel-boot parameters.
