Actually, a somewhat related effort is the Portable Audio project started
by Ross Bencina. There are several volunteers working on various OS
ports. Seems like this spec could be expanded to include a plugin
specification.
A plugin spec that was completely cross-platform could bring much
more support to Linux. Ross asked me to set up a mailing list for
this. I should get to it by this weekend. I can post the specifics
when it is done if there is interest.
