Cool! They're a step ahead of me, then. (I'm using RH 5.2 and have yet
to try out Gnome or KDE.)

I agree, improving existing tools is probably better than starting over.
Who has that kind of time anyway?

I think the /etc/issue and /etc/motd things are still important if the
new user is unlucky enough to not have X work right out of the box,
which is not all that unlikely. (Happened to me when I first got
started!)
