by CLI do you mean "command line interpreter" ? if so, then yes, i
have one based on libmidi++ ... i'll send it to you if you want. its
very simple, because libmidi++ contains a simple way to get the input
and/or output parser(s) to do the tracing for you and send it to any
C++ ostream (cout, wherever).
                
if you want something else, quasimodo has a GTK widget that does this
(gtk-quasimodo/midi_interface.cc), but that just uses the same
functionality in libmidi++.
