You've got two options:

1) The genuine Motif libraries which have just been released but
   have some problems with the license
2) Lesstif an GPL clone on Motif which is rather good.
      http://www.lesstif.org/

Unfortunately I don't know where to obtain the Motif stuff but
you might try searching Slashdot.org (new item) or freshmeat.net
