It is no secret that our "fearless leader" Linus, in his never-ending
quest for World Domination, does in fact maintain (sometimes benevolent)
dictatorial power over the kernel source tree. When new code goes in,
its acceptance is not determine by popular vote. If Linus likes it, then
he includes it.

Except when he goes on vaction, and Alan Cox takes over the job. That's
how a lot of code got into Linux even though Linus didn't want it. We
can thank Alan for sneaking in a lot of good stuff!
