They are intended to indicate digitally induced clipping, and as such,
are determined by the bit size of the sample value. yes, I suppose in
theory one could make them configurable but i feel that they would get
confusing: "is that real clipping, or did we just set it to increment
at -2db ?" ...

This seems to have the problems of the meter resampling that you
mentioned, but would be even prettier. Ultimately though, this is just
a waveform display, right ?
