I agree. There should be a flag telling the host that the plugin can
actually be expected have deterministic instantiation time.

If LADSPA will not allow plugins to simply say "I can instantiate in
real time, provided the host's memory management is RT safe", I think
we're restricting it severely for no obvious reason. This is really a
plugin implementation issue; not an API issue.
