Usually the limit is counted with some decibel limit. -60 dB, for example.
But as you said it is not enough.

We could set a signal level meter plug-in to watch the amplified signal
and tell when the reverb plug-in is taken away.

We already have an another need for such binary controller plug-ins: in
a game engine, we have a priority system for played sounds.
