David Mosberger noticed that SCHED_FIFO has been broken
for a while, and obviously very few people really cared,
but it should be fixed now.

Thought I'd post it, don't know what "for a while" means, haven't tracked the
issues which led to this conclusion.
Could this be a reason for the recent latency test problems??
