I would look at RTSP/RTP/RTCP, real's RDT and microsofts' MMS. There are
a few open source implementations of RTP and RTSP, but for the others you
will have to deal with the vendors.

Of course there is also shoutcast and icecast, but most likely they do
not provide the level of control you are looking for.
