I know when I was using a TI DSP they gave me all kinds of stuff to use
it. I think it depends if you are looking at a DSP designed for a
specific company, or one designed to sell outright. TI makes HUGE books
on using their DSP chips, and the chips work quite well.

I see this as a 2-fold problem. First you need to know how the DSP works
and instructions. Second, you need to know how to work with it in the
Sound Card you are using, how they have implemented its functionality into
their system.
