ALSA can provide ncurses-based meters all by itself. see the "meter"
PCM plugin type.

i don't see why you'd want to write a meter that only worked for h/w
sources. writing one as a JACK client would let you attach it (or
copies thereof) to any JACK output port, whether they be from h/w
sources or applications.
