These experiments show the limits of musical latency compensation --
the full story is complicated but in general compensating for 10ms
is quite doable ...
Also, to address another part of this thread, I'd really recommend
using RTP as an underlying technology -- don't underestimate the
amount of thought and work that has been put into these standards
over the past decade, start by reading:
