i was assuming that the callback would be executed so that it was
passed the audio frame at which the change occurs.

my definition of callback:

   register_callback (function_to_be_called_when, when_to_call_it);

the name "callback" is based on a style of telephone interaction:

no callbacks:
     
     Paul: hi David, is audiality is available?
     David: its not.

with callbacks:

     Paul: hi David, please call me back at +1 610-667-4807
              when audiality is available.

   [ ... time passes ... ]
   [ ... david calls ... ]

     David: its available.

or alternatively:

     David: it will be available in 5 minutes.
