Just a quick response.
The "fork" on github is AFAIK intended for something else. Not for "stealing" and rebranding an entire project but for maintaining a working copy which then can ask for pull requests upstream, conveniently managed by github and made possible by the de-central git philosophy.

Also: The fork button there is easy to click by accident and it is inconvenient to remove such a fork from your account. So sometimes forks appear and do nothing, just because someone clicked the wrong button.
