I have used a little command-line program called cdctl to lower the
maximum spin speed of a CD drive. It works on my cheap IDE CD recorder
drive with a recent 2.2 Linux kernel. One thing though, it doesn't
change the spin rate until the next access to the drive. So if it's
already spinning like mad, "cdctl -b16" will have no immediate effect,
but will slow it down to 16x once you look at a part of the disc that
isn't in the cache. Other drives may implement speed control
differently or not at all.
