It does, and in fact it includes a little description of how do the same
with OSS's v_midi module, but I never tried that, so it is not included in
my HOWTO ;)
OTOH psystepseq is a very simple application. I built something like
that inside of PD with it's own GUI modules, so there never was a need
to use pystepseq. And judging by the SpiralSynthModular screenshots, a
simple sequencer is included there already, but maybe without the nice
randomize functions of psystepseq (which would be possible in PD, too).
