No, it's just that as Rosegarden is also a MIDI sequencer, it
prefers by default not to split and tie notes unless you ask it to
(as it would disturb the underlying performance representation).

But you can tell it to do what you want when importing MIDI. Go to
the configuration dialog's Notation page, and then on the Quantize
pane (which controls the way MIDI is quantized for notation on
import) tick the "Tie notes at barlines etc" option. You may want
to tick "Split-and-tie overlapping chords" as well.

Now if _those_ options don't work, well _that_'s a bug...
