If bit rate and filetype conversion:
sndfile-convert -pcm16 infile.aiff outfile.wav

If sample rate:
sndfile-resample -to 44100 input.wav output.wav

Do read the man pages or 'sndfile-resample --help' or
'sndfile-whatever --help' so you'll see all the
options.
