If you're looking for a low priced socket 754 CPU, check out the 754
Semprons. In the K8N they will overclock to rock-solid performance, and
they've been shown to outperform the Athlon 64 3400's on some tasks. As
for a video card, look into something that has solid support in Linux,
and something that will be easy on your eyes (good refresh rates and
resolution - audio mixing can involve prolonged staring at the screen :( .

I'm running Ardour, Jack, Audacity, and Hydrogen on a 500MHz Athlon
Classic :) with 196MB of RAM and an old Live! Drive in the front to get
the job done . . .
