Well aside from xubuntu not being the best example of a DE trying to go
mass market (though my wife prefers it over unity)... System->Users and
Groups opens a dialog... click on the user in question, look for
"Password: Asked on login" click the "Change" button beside it and a
dialog opens with all the password related setting. Click the right box be
happy.
Note: Users and Groups may have moved to the settings manager by the time
xubuntu gets to 13.04.
